[IRCServices Coding] weird memoserv

I was strumbling along on the network when I came across memoserv,
this neat service only exchanges messages between users.

The question is, why does memoserv have +o. I cant think of any clear
purpose it requires +o for.

In the weird case that I overlooked a function, lemmie know.
