[IRCServices] BUG

Hi all... I'm in an IRC that has IRC Services... but it has a big bug... When a normal user (No IRCop) writes 

/msg Chan register <channel> <pass> <description> 

The channel is registered. How can I do that only IRCops can register channels... ?
