[IRCServices] modules.conf -- Global Notice to attach your name

I am re-doing my post again for Global,  to send it in Plain Text,  just 
in case you did not get the reply.

The Mailing List was attaching Part 1.2 attachment for the message not 
being in Plain Text.

Andrew,  are you able to add this option in modules.conf - to attach 
your name as the sender of the Global Notice?
