[IRCServices] Auto Owner

[genius3000 aka Cue]

Hmmm, so I see in the code that Auto Owner is no longer used, but I can't
find anything, anywhere about why.
Just curious as to why it was removed, as it's nice to get +q when you are
the founder, as it is your channel.
